Maybe make it like an RC for hexes? Target (other?) ally loses all or a large amount of hexes and health for X amount for each hex removed. Make it 5/1/5 or maybe even 10/1/5.

Sounds familiar.... [Divert Hexes] oh yeah.
What about something between the ideas... Martyr for hexes? "Transfer up to 2? 3? hexes from each ally to yourself." Tack on whatever other random abilities like life/energy gain or condi removal if it's too narrow/weak.

How about this:
Divert Hexes - 10, 1/4, 8 - Remove 1..3 hexes from target other ally. Any allies in earshot of that ally suffering from any of those removed hexes also have them removed.

It is the high energy cost that is the problem.
I would love to lower the power a little and make it 5 energy just like [Restore Condition].

My 1st thought was kinda like Raul's
Just make it like Martyr for hexes (same cost/recharge). Having all party hexes on your monk for thier remaining durations is an adequate penalty. (sure would be nice in frostmaw dungeon anyway)
oh and someone in this thread actually offered Expel Hexes as being a viable comparison to Withdraw Hexes? That's funny. Removing 2 hexes from 1 player for 5E is comparable to removing ALL Hexes from All Players + DF heal on caster for 15E??? Why would anyone consume an elite spot with EH? Even Empathic Removal has much more utility as an elite than EH (IMO: EH is just as ultra-niche as MOST mesmer elites)...
